  21. Boundaries of Tertiary Planning Units & Subunits

For town planning purpose, the whole territory of Hong Kong is divided into various Tertiary Planning Units (TPUs) in the Population Census / Population By-census. On the one hand, these TPUs are sub-divided into Subunits in 2021 Population Census (but divided into Street Blocks (SBs) or Village Clusters (VCs) in urban and rural areas respectively in 2001 Population Census; 2006 Population By-census; 2011 Population Census; and 2016 Population By-census). On the other hand, these TPUs are aggregated under 52 Secondary Planning Units (SPUs) at the next higher level (only 51 SPUs in 2001 Population Census). The SPUs are further grouped under nine Primary Planning Units (PPUs) at the highest level. Each of the TPU is identified by a unique three-digit number. The first digit of a TPU number identifies the PPU code while the first and second digits together correspond to the SPU code. In translating the boundaries of TPUs and Subunits or SBs/VCs for Population Census / Population By-census to digital format, reference has been made to different topographic maps, which may of various scales, prepared by Survey and Mapping Office, Lands Department available at the time of preparation. Since the geographical features on these maps may be updated from time to time, the boundaries of TPUs and Subunits or SBs/VCs may not tally with the latest situation. Users are responsible for making their own assessment of the obtained data and are advised to verify such information before acting on it. The multiple file formats are available for dataset download in API.

  27. Building Services Tender Price Index (BSTPI)

    1. The Building Services Tender Price Index (BSTPI) reflects the tender prices for building services installations in new building works undertaken by the Architectural Services Department. It complements the Building Works Tender Price Index for new building works undertaken by Architectural Services Department (BWTPI) which excludes building services works. It was first compiled in the 4th quarter of 1989 and the value for the 4th quarter of 1989 was taken as the base index of 100. Subsequent values are expressed in index form based on the 4th quarter 1989 value. The BSTPI is calculated in a manner similar to the BWTPI. The index value of a quarter is compiled based on a base schedule of items and according to the tendered rates of the items in that quarter. 2. Since the 1st quarter of 1999, the BSTPI figures had been compiled using a revised base schedule of items (1998 base) and with conversion to the common base index 100 at 1989. The index figures as from the 1st quarter of 2009 were compiled using the revised base schedule (2007 base) of items and with conversion to the common base index 100 at 1989. 3. From the 2nd quarter of 2015 onwards, the index figures are compiled using a new base schedule (2012 base) of items which is formulated with reference to the contracts awarded from 3rd quarter of 2009 to 2nd quarter of 2012 and with conversion to the common base index 100 at 1989. The BSTPIs (figures with #) compiled using the new base schedule (2012 base) from the 1st quarter of 2013 to the 2nd quarter of 2014 are also shown for reference.

  28. Building Works Tender Price Index (BWTPI)

Building Works Tender Price Index (BWTPI) is a quarterly index compiled by the Architectural Services Department as an aid to adjust building cost data for estimating purposes. It also provides an indication of the level of tender prices for new building works undertaken by the Architectural Services Department. The BWTPI does not reflect the level of tender prices for building services works. It is computed in a similar way to that used by the Royal Institution of Chartered Surveyors' Building Cost Information Service in the United Kingdom. The value in the first quarter of 1970 is taken to be the base index value of 100, and subsequent values are expressed in index form based on the first quarter 1970 value.

  39. Coordinates Transformation API

This Application Programming Interface (API) provides instant conversion between HK 1980 Grid Coordinates (Northing and Easting) and WGS84 (ITRF96) Geodetic Coordinates (Latitude and Longitude). The conversion methods, parameters and formulas used in the coordinate conversion tool provided in this API are maintained by the Survey and Mapping Office, Lands Department. It is only applicable for coordinates within Hong Kong. Users SHOULD NOT use the results for applications requiring precise point positions. Transformation between datums does not improve the accuracy. In most cases, the transformation coordinates would be less accurate, because of the errors in the transformation and projection computation would be added to the results. Please seek advice from professional land surveyors. For enquiry, please contact the Geodetic Survey Section, Survey and Mapping Office, Lands Department. For details, please refer to User Manual (English Only): http://www.geodetic.gov.hk/transform/tformAPI_manual.pdf
